We parked along MD-491. The trail begins between 2 AT posts. Its a steep climb up to Raven Rock, and from there an easy walk to High Rock. We saw a few people along the way, but were mostly alone.
491 north to high rock
First half mile NB is switchbacks up. Rest of the way to high rock is nice.
